The Kerala Industrial Infrastructure Development Corporation (KINFRA) plays a pivotal role in steering the industrial growth of the state. It not only provides essential infrastructure support but also actively attracts and establishes thriving business units, fostering an environment conducive to business expansion. With a focus on strategic industrial development, KINFRA has identified over 20 core competency areas and successfully implemented 29 well-defined industrial parks, many of which are operational.

KINFRA's primary objective is to strategically enhance Kerala's industrial landscape by establishing industrial parks, townships, and zones. Through collaborative efforts across sectors, the organization aims to increase investment opportunities, support successful enterprises, and generate employment, aligning with its vision of positioning Kerala as a leading entrepreneurial state for industrial development.

Distributed across various districts of Kerala, KINFRA has established notable industrial parks. In Thiruvananthapuram, the KINFRA Film and Video Park in Kazhakkoottam, the Apparel Park in Menamkulam, and the Global Ayurveda Village in Thonnakkal are significant initiatives. Kollam hosts the Industrial Park in Piravanthoor, while Pathanamthitta accommodates industrial parks in Adoor and Kunnamthanam. Alappuzha features Seafood Park India Limited in Aroor. Ernakulam boasts the Export Promotion Industrial Park in Kakkanad, the Hi-Tech Park in Kalamassery, the Industrial Park in Mazhuvannur, and the Rubber Park in Irapuram.

Thrissur houses an industrial park in Koratty, and Palakkad showcases the Defense Park, Industrial Park, Mega Food Park, Integrated Industrial & Textile Park, and the WISE Park in Kanjikode. Malappuram hosts the Techno-Industrial Park in Kakkancherry. Kannur accommodates the Textile Center in Taliparamba, the Industrial Park in Thalassery, and Mattannur. Kasaragod features an industrial park in Seethangoli, contributing significantly to the diverse industrial landscape of Kerala and fostering innovation and economic progress.

Kochi - Bengaluru Industrial Corridor

Industrial Corridor

 

Government of India is implementing/developing 5 Industrial Corridors in the country, viz, Delhi Mumbai Industrial Corridor (DMIC), Chennai Bengaluru Industrial Corridor (CBIC), Bengaluru Mumbai Economic Corridor (BMEC), Amritsar Kolkata Industrial Corridor (AKIC) and East Coast Economic Corridor (ECEC). The development of the Chennai-Bangalore Industrial Corridor (CBIC) is progressing with the completion of the master plan for the identified nodes along the CBIC. To revitalize the industries in the State of Kerala, Govt. of Kerala has proposed Kochi-Bangalore Industrial Corridor, in line with the policies of Govt. of India
Manufacturing is a critical contributor to a Nation’s economic development. Manufacturing sector has strong backward and forward linkages, which also boosts the non-manufacturing sectors. The National Manufacturing Policy envisages establishment of dedicated industrial investment zones for manufacturing to cater to the huge domestic market and the international markets. The Industrial Corridor proposes establishment of dedicated Zones for manufacturing & promoting investments, with the intention to make the country as a hub of manufacturing activity to cater to the vast domestic markets and international markets.

Government of India has approved the Kochi Bengaluru Industrial Corridor Project and Government of Kerala has decided to develop Palakkad & Kochi as nodes. Industrial Clusters will be set up with the required Trunk Infrastructure to attract investment in the State. The State government has approved the State Support Agreement (SSA) & Share Holder Agreement (SHA). The same has been forwarded to the Govt of India for approval. The approval from the Govt of India is expected shortly. Based on the approval, KINFRA will be signing the SSA & SHA with National Industrial Corridor Development and Implementation Trust (NICDIT). National Industrial Corridor Development Corporation (NICDC) Limited has floated Request for Proposal for Selection of Consultant for preparing the Master Plan.


KINFRA will be the Nodal agency for implementing the Industrial Corridor in the State.

KINFRA Mega Food Park, Palakkad is a Sector specific project for the Food Processing Industry. The project is being implemented in accordance with the Mega Food Park Scheme (MFPS) of Ministry of Food Processing Industries (MOFPI) Govt. of India. The estimated total project cost is Rs105.36 crore, with an assistance of Rs 50.00 crore from Ministry of Food Processing Industry (MOFPI).

Defence has been identified as one of the sectors under “Make in India” initiative of Govt. of India for providing a major thrust to the in-house manufacturing of equipment’s to meet most of the varied requirements of defence. The project is intended to create a Defence Park with all modern facilities exclusively for Defence equipment manufacturers with Assistance from Government of India under ‘Modified Industrial Infrastructure Upgradation (MIIU)’ Scheme. This scheme is implemented by the Department of Industrial Policy and Promotion, Govt. of India. KINFRA is in possession of 60 acres of land which is earmarked for KINFRA Defence Park which has easy access to roadways, railways, airport and seaport. The Total Project cost including land is Rs.130.84 Crore. Out of this, Rs.50 Crore is grant under MIIU Scheme of Government of India. Total Project cost Rs 80.84crores will be by the Government of Kerala (KINFRA).

KINFRA Electronic Manufacturing Cluster, Kakkanad, Kochi

KINFRA is developing an Electronic Manufacturing Cluster(EMC) in an area of 66.87 acres of land at Kakkanad, Kochi with proximity to Info Park and Smart City. The project is proposed to be implemented under the Electronic Manufacturing Cluster (EMC) Scheme of Ministry of Electronics & Information Technology (MietY), Govt. of India. The Petrochemical Park is proposed for Petrochemical down stream Products in 481.79 acres of land of FACT at Ambalamughal. Kerala Industrial Infrastructure Development Corporation (KINFRA) is developing the Park. A zone is earmarked for Pharmaceutical industries also.

The Project Zone for KINFRA Mega Food Park would extend over the region around Palakkad District covering six other districts of Wayanad, Kozhikode, Malappuram, Palakkad, Thrissur and Ernakulam.


The prospective units coming up in Mega Food Park are expected to be engaged in the production of value-added products and are expected to source their raw materials directly from the farmers in the Project Zone.

The project is intended to create a Defence Park with all modern facilities exclusively for Defence equipment manufacturers with Assistance from Government of India under ‘Modified Industrial Infrastructure Upgradation (MIIU)’ Scheme. This scheme is implemented by the Department of Industrial Policy and Promotion, Govt. of India. KINFRA is in possession of 60 acres of land which is earmarked for KINFRA Defence Park which has easy access to roadways, railways, airport and seaport. The Total Project cost including land is Rs.130.84 Crore. Out of this, Rs.50 Crore is grant under MIIU Scheme of Government of India. Total Project cost Rs 80.84crores will be by the Government of Kerala (KINFRA).

KINFRA is developing an Electronic Manufacturing Cluster(EMC) in an area of 66.87 acres of land at Kakkanad, Kochi with proximity to Info Park and Smart City. The project is proposed to be implemented under the Electronic Manufacturing Cluster (EMC) Scheme of Ministry of Electronics & Information Technology (MietY), Govt. of India. Government of Kerala vide G.O.(p) No. 18/2003/PD dated 8th May 2003 had granted a license to Kinfra Export Promotion Industrial Park (KEPIP) for supplying electricity to various establishments within the KINFRA Export Promotion Industrial Park (KEPIP) campus at Kakkanad, Kochi exercising the power conferred under section 19 of the Indian Electricity Rules 1956. The Hon. Kerala State Electricity Regulatory Commission issued orders for approving inclusion of new areas at Kinfra Park at Kakkanad, Kalamassery and Palakkad and the original licence given to KEPIP for distribution of electricity in these areas.

 

The areas of the licensee operations are as indicated below:

  • Kinfra Export Promotion Industrial Park (KEPIP), Kakkanad, Kochi- 682530 (280.126 Acres)

  • Kinfra Integrated Industrial & Textile Park, Kanjikode P.O. Palakkad (350 Acres)

FORMATION OF JOINT VENTURE COMPANY:


Government of Kerala had accorded sanction for the formation of joint venture company between KINFRA and NTPC Electric Supply Company Limited (NESCL) vide order G.O. (MS) No. 88/2008/ID dated 27th June 2008 and entered into a 50:50 Joint Venture Agreement on 24th July 2008 and also applied for transfer of License for distribution of electricity from KEPIP to the newly formed joint venture company, KINESCO.
The main objectives of the Joint Venture Company are:

  • Distribution of power as a licensee in the industrial parks, SEZ, and other industrial projects; and
  • Contribution to system improvement in terms of Quality and Reliability in the distribution sector and also bring in new technologies.


Kinfra has taken over the 50% stake of NESCL and now KINESCO is a 100% subsidiary of Kinfra.


SOURCE OF POWER
The Bulk supply is from KSEBL through Power Purchase Agreement (PPA).

 

PRESENT STATUS OF LICENSEE OPERATIONS & TRANSMISSION AND DISTRIBUTION NETWORK

  • Kakkanad

KINESCO commenced operation for distribution of electricity at Kakkanad from 01.02.2010 the 110KV substation consists of 2 Nos. of 10/12.5 MVA power transformers and 1 No. of 16/20 MVA power transformers, which are dedicated for supplying power to Info park and KINFRA Park. The 11KV power distribution networks with Ring Main Units have been envisaged for Info Park and KEPIP campus. This system works with better reliability and less interruption time. The Source of power to 110kV KINESCO substation Kakkanad is through 110kV KINFRA I & KINFRA II feeders from KSEBL Brahmapuram 220kV substation. The total number of consumers as on June 2018 is 265 and most of the consumers are under HT and DHT Tariff.

  • Kalamassery

KINESCO started licensee operations at Kalamassery with effect from 06.02.2011. The 11kV system, with suitable modifications/ additions is being used for electricity distribution licensee activities of KINESCO in KINFRA Park. The source of power in this area is from 11 kV dedicated feeder (UG cable) from 220 kV KSEBL substation Kalamassery. The total number of consumers in this area is 56.

  • Palakkad

KINESCO has commenced its licensee operation at KIITP Kanjikode on August 2016. It consists of 22/11 kV substation with 2 nos of 3.15 MVA transformers and the total number of consumers are 8, including 7 HT consumers. The source of power in this area is from 22 kV dedicated feeder from 220 kV KSEBL substation Kanjikode.

METERING SYSTEM

KINESCO has been following the prepaid metering system, which was implemented right from 2004-05. On implementing the new system, the real time consumption & balance in the account can be viewed both for KINESCO and the consumer. This would immensely increase the customer satisfaction level and which will again enable the consumer to monitor the consumption pattern & top-up the balance. The system once implemented would be unique in the industry and which will ultimately benefit the stakeholders.

T & D LOSSES

The electrical power distribution system in KINESCO licensee areas consists of underground cables and Ring Main Units, which marginally reduces the T&D loss, power interruptions and improves the efficiency of the system. KINESCO has been trying to contain the T&D loss within the approved limit of 1.5 % of the consumption.
